Notarial digitalisation and real estate legal certainty in focus at CAE meetings in Tbilisi

On 16 and 17 April 2026, the European Affairs Commission of the UINL, chaired by Valentina Rubertelli, met in Tbilisi, Georgia, for the first plenary session of the 2026–2028 legislature. The UINL President David Figueroa Márquez and the Deputy minister of justice of Georgia, Giorgi DGEBUADZE, attended the event.

The European Notarial Academy was dedicated to “Real Estate Transactions in Europe: Legal Certainty & Digital Transformation.” Discussions focused on the added value of notarial involvement in real estate transactions, from the perspectives of the State, the economy, and citizens. Key topics included legal certainty of land registers, the notary’s role in preventing money laundering, tax collection, and the protection of parties through preventive legal oversight.

A second round table addressed the digitalisation and modernisation of notarial services, highlighting electronic authentic instruments, digital signatures, remote appearance, interconnection of registers, as electronic notarial archives. 

The plenary session on 17 April covered the CAE work plan for the 2026–2028 term, legislative updates from member European notariats, and ongoing and future study projects, including: lasting powers of attorney and protection of vulnerable adults; digital inheritance, global comparative studies on forced heirship and matrimonial property regimes.
