About the Presidency of David Figueroa Márquez
On October 1, 2025, the Mexican notary David Figueroa Márquez was elected President of the International Union of Notaries (UINL) by the General Meeting of Member Notariats, in Berlin (Germany), for the 2026-2028 term.
He took office on January 1, 2026, after the Presidency of French notary Lionel Galliez.
“The UINL as a beacon and a bridge”
President Figueroa conceives of the international notariat, represented by the International Union of Notaries (UINL), as “a beacon and a bridge.” A beacon that illuminates and shows the way to the member notariats, notably by supporting them in their projects and reforms and by offering them guidelines. A bridge that brings together diverse realities to form a single global notarial community, united and defending the same values.
His vision is also that of an accessible, modern and inclusive notariat, deeply oriented toward the common good. Accessible, because the notary is a local legal professional, providing society with concrete preventive justice solutions. Modern, because the notariat has been able to integrate innovation into its practice (digitization, artificial intelligence, cybersecurity, etc.), but always in an ethical way and firmly rooted in our principles (impartiality, independence, service, etc.). Inclusive, finally, with regard to all notariats, because the interests and needs of each will be carefully taken into account, “but also with regard to women: for the first time in the history of the UINL, our Board will be composed mainly of women”.
Short biography
David Figueroa Márquez has been a notary in Mexico since 1988 and a professor of notarial law and civil law at several Mexican universities. He has served as President of the Mexican notariat, member of the UINL’s Steering Committee, Vice-President for the North, Central America and Caribbean region, and President of the American Affairs Commission (CAAm) of the UINL.
