During the Law, Justice, and Development Week 2025, organized by the World Bank in Washington from November 3 to 5, under the theme “Innovative Legal Solutions to Development Challenges”, the UINL presented a session entitled “Digital Innovation in Preventive Justice: Secure Property Rights & Access to Justice.”
The four speakers, Elisa Puglielli (civil-law Notary in Rome and General Councilor of the UINL), Giselle Oliveira de Barros (Civil-law notary in Brazil and President of the Brazilian Notarial College), Olagnika Salam (Civil-law notary in Benin and President of the UINL African Affairs Commission), and Prita Suyudi (civil-law notary in Indonesia and member of the International Notarial Co-operation Commission), coordinated by the UINL President, Lionel Galliez, shared examples of four innovations offered by the notarial profession in their respective countries (Italy, Brazil, Benin, and Indonesia). These innovations aim to enhance access to preventive justice, secure property rights, and maintain the same level of legal certainty.
Elisa Puglielli (Italy) demonstrated how Italian notaries leverage digitalization to make legal transactions faster, safer, and more accessible.
Giselle Oliveira de Barros (Brazil) presented the notarial platform “e-Notariado,” which enables secure online transactions, the creation of electronic identities, digital signatures, and the issuance of electronic apostilles, thus simplifying access to justice.
Olagnika Salam (Benin) introduced Terra Benin, a project supported by the World Bank aimed at securing property titles and modernizing the land tenure system in Benin.
Prita Suyudi (Indonesia) discussed the issuance of electronic land certificates and future digital initiatives aimed at improving efficiency, security, and land transparency in Indonesia.
This comparative presentation of the different levels of digitalization achieved in these four regions of the world highlighted how digital innovation can speed up and enhance the efficiency of interactions between notaries and public administration, bringing significant benefits for citizens and businesses in terms of accessibility, efficiency, time savings, cost reduction, and legal certainty.
