On 25 April 2026, the President of the International Union of Notaries (UINL), Dr. David Figueroa Márquez, took part in Podgorica in the celebration of the 15th anniversary of the establishment of the notariat in Montenegro, at the invitation of the President of the Notary Chamber of Montenegro, Mr. Darko Ćurić.
The ceremony was held in the presence, in particular, of Mr. Bojan Božović, Minister of Justice of Montenegro, and Ms. Valentina Pavličić, President of the Supreme Court, as well as numerous representatives of the national authorities. Also in attendance were the presidents and vice-presidents of the notarial chambers of neighbouring countries (North Macedonia, Serbia, Republika Srpska, Federation of Bosnia and Herzegovina, Croatia, Albania), demonstrating regional professional solidarity and their shared belonging to the family of the Latin notariat.
In his address, President Figueroa Márquez paid tribute to the progress made by the notariat of Montenegro over the past fifteen years, during which the profession has structured and strengthened itself and gained the growing trust of citizens, businesses, judges and public authorities. He underlined the essential role of the notary as a trusted public officer, guarantor of the authenticity, legality and balance of legal instruments, serving legal certainty and the prevention of disputes.
Emphasising the notariat’s concrete contribution to economic development, he recalled the importance of notarial intervention in real estate matters (securing transactions, ensuring the reliability of public registers, combating fraud and money laundering, etc.) and in company law, stressing that the notariat is not a brake, but on the contrary a driving and securing factor for economic activity.
The President of the UINL also highlighted the human dimension of the notary’s advisory role, which no technology can replace: listening to the parties, providing explanations, and seeking balanced solutions adapted to each family or entrepreneurial situation.
