First official visits to Europe and the Americas by UINL President David Figueroa

The President of the UINL with representatives of the Swiss notariat

After taking part in the 5th JURISCUBA 2026 International Congress, held from 2 to 6 February 2026 in Havana, Cuba, on the theme “Legal culture as a guarantee of rights”, the President of the UINL met the President of the Financial Action Task Force (FATF), Elisa de Anda Madrazo, on the occasion of an event in Mexico on 5 February 2026.

President Figueroa then flew to Europe, where he visited the Swiss and Austrian notariats.

Working visit to the Swiss Notariat in Bern

During this first visit to the Swiss Notariat, President Figueroa met the President of the Swiss notariat, Franz Stampfli, the Secretary General, Oliver Reinhardt, as well as the Treasurer of the UINL, Birgit Biedermann.
In these meetings, he discussed with them the main challenges currently facing the Swiss notariat, such as the digitalisation of notarial functions and the implementation of new regulations to combat money laundering.

President Figueroa Márquez reaffirmed the firm commitment of the UINL to working in close cooperation with member notariats in order to support them in their needs, strengthen the exchange of good practices and accompany them in the processes of regulatory and technological adaptation.

It was also agreed that the city of Geneva would host the meeting of the UINL Steering Committee in February 2027.

Working visit to the Austrian notariat in Vienna

The President of the UINL then travelled to Vienna with the aim of strengthening ties with the Austrian notariat.
There, he met the President of the Austrian Chamber of Civil-Law Notaries, Claus Spruzina, who was accompanied by Gerhard Knechtel, Stephan Matyk and Alexander Miklos.

This meeting made it possible to exchange views on the major advances made by the Austrian notariat in the technological field, as well as on its strong involvement in corporate life, in which it plays a strategic role in legal certainty and corporate structuring.

This dialogue gave President Figueroa the opportunity to emphasise that technological innovation, when integrated with responsibility and legal rigour, strengthens citizens’ trust and institutional efficiency.
