UINL President David Figueroa Márquez took part in the opening session of the 5th International Congress of the Portuguese Notariat.
The Congress is being held on 9 and 10 October 2026 at the Monastery of Alcobaça and celebrates 20 years of the Ordem dos Notários serving citizens. The opening session was attended by the Minister of Justice of Portugal, Rita Alarcão Júdice, the Minister of Justice of Guinea-Bissau, the Bastonário Jorge Batista da Silva and the President of the CNUE, Roland Wadge. Heads of registries and of the Notariats from Angola, Cabo Verde, Mozambique and São Tomé and Príncipe were also present.
In his speech, the UINL President praised two decades of an exemplary reform and stressed that the Portuguese reform “privatised the management, not the function”. Thanks to this autonomy, the Portuguese notariat has been able to invest and innovate, notably through the Electronic Archive of Notarial Acts, while preserving the public nature of its function. He also recalled that, in the age of artificial intelligence, the notary remains the guarantor of trust, accountability and the protection of vulnerable persons.
The UINL was also represented by Filipa Azevedo Maia, Vice-President of the Ordem dos Notários and Vice-President of the CCNI, by the President of the CCNI, Thierry Vachon, and by Almudena Castro-Girona Martínez, President of the Human Rights Commission. Not. Castro-Girona Martínez delivered a keynote address on vulnerability and succession planning.
